What type of school is Waterloo road?

Waterloo road school is a school that don't wear school uniform and have low expectations because they think that they can wear anything they want, also the students and the teachers don't care.It is a very untidy and messy school with litter and rubbish in the hallways, also teachers don't know what's going on at anytime.Students are walking around in the with hoodies, also the teachers go down to the pub in there spare time and they are not being very good role models.The clothing that they wear is not  abiding by the rules and the teachers in the playground are having a cigarette.
